Cybernetica AS is an Estonian company that develops cybersecurity, e-governance and digital identity technologies. Its defence-relevant work includes cyber situational awareness capabilities deployed in European defence projects, a European Defence Fund-financed military mobility software consortium, and the Minerva spacecraft and defence platform threat detection product. For coastal and border authorities it delivers integrated border surveillance, vessel traffic management (VTMIS) with radar, AIS and radio integration, and maritime radio communication systems. Projects include a VTMIS for the Moroccan CSTM at the Gibraltar Strait, a Black Sea surveillance and VTMIS system and Danube river communication system for the Romanian Naval Authority, and an integrated border surveillance system on Estonian lake and river borders. The company also develops X-Road and UXP interoperability platforms, Smart-ID and SplitKey digital identity technology, Sharemind secure multi-party computation, and internet voting systems for the Estonian government. Its in-house Information Security Research Institute carries out R&D.
