Groupement OSCAR

Founded in 2006, Groupement OSCAR is a non-profit network based in Rouen, France working on arts & culture, employment & skills.

Groupement OSCAR is an employers' grouping (groupement d'employeurs) for cultural companies in France, based in Rouen. Created in 2006 at the initiative of the Haute-Normandie Region, it pools administrative, payroll, accounting, legal and social services so that small and medium cultural companies can access professional support. Members contribute in proportion to their turnover. It is recognised as part of the social and solidarity economy. Around 60 member structures are served. In 2017 it helped found the Fédération Nationale des Groupements d'Employeurs Culture, which represents cultural employers' groupings, supports the set-up of new groupings, conducts studies, organises national meetings and takes part in sector wage negotiations.
