Comunidad Energética Local (CEL) operates as a federation of local energy communities across multiple Spanish regions including Lanzarote, Valladolid, Guipúzcoa, and Bizkaia. The organization facilitates collective solar energy self-consumption projects where citizens and small businesses jointly benefit from photovoltaic installations on municipal building rooftops. Key features include: shared investment models requiring significantly lower initial capital than individual systems, energy distribution within 2-kilometer radius allowing broad municipal participation, guaranteed 25-year energy supply contracts, elimination of grid charges and tolls for participants, and integration with shared electric mobility and energy storage initiatives. Projects are funded through EU Next Generation funds and regional subsidies. The network currently comprises 55 local energy communities across 15+ provinces.
