Delta21 is an integrated water infrastructure project designed to address multiple challenges: energy transition, water safety, and nature restoration in the southwestern delta of the Netherlands. The project involves creating a tidal storage reservoir of approximately 20 km² in the Voordelta area using a dike system, pumping station, and adjustable barriers. It functions as pumped hydro storage for renewable energy, capable of providing 24-hour energy storage to support grid flexibility with high wind and solar penetration. The project also addresses sea-level rise, reduces flood risks for surrounding regions including Dordrecht, prevents sedimentation in the Haringvliet estuary, and creates opportunities for biodiversity enhancement through ecological design within Natura 2000 protected areas. Delta21 operates as a cooperative structure with multiple stakeholders and has undergone extensive research including cost-benefit analysis by three Dutch ministries and ecological impact assessments.
