ELWIND

Founded in 2020, ELWIND is a state-owned enterprise headquartered in Tallinn, Estonia specializing in Wind.

ELWIND is a joint Estonian-Latvian state-run cross-border offshore wind project in the Baltic Sea. The project aims to increase energy independence and security in the region by developing large-scale offshore wind electricity production capacity. ELWIND is planned to be a 1000 MW offshore wind farm expected to be operational by 2035, with construction starting around 2030. The project received €18.8 million in EU funding from the Connecting Europe Facility in July 2023 for pre-development studies. As a state-led initiative, ELWIND conducts comprehensive environmental impact assessments, including studies on birds, bats, marine mammals, and fish. The project will be developed and operated by private developers selected through an auction process, with the states managing preparatory work including planning, studies, and permitting. ELWIND is recognized as a pioneering cross-border renewable energy cooperation model within the EU.
