Energysolidarity represents the CEES (Community Energy for Energy Solidarity) project, a partnership of energy communities, consumer advocacy groups, and academics working to address energy poverty across Europe. The initiative develops and validates energy solidarity mechanisms—measures established by energy communities to support vulnerable members and broader communities facing energy poverty. CEES conducts pilot projects across multiple European countries, evaluates their effectiveness, and creates an Energy Solidarity Toolkit for adoption by renewable energy cooperatives and energy communities. Key pillars include identifying energy-poor households, assessing needs, implementing soft and hard interventions (ranging from technical efficiency measures to financial support and engagement programs), and measuring impacts on energy use, emissions, and household wellbeing. The project emphasizes that energy communities, when adequately resourced, can deliver valued interventions that improve energy literacy and household affordability, though structural policy changes remain essential.
