ESCALATE is a 36-month EU-funded project coordinated across 11 partners from 10 countries. It addresses the critical need to decarbonize heating and cooling systems in European buildings, which account for 80% of building energy demand. The project responds to the Energy Efficiency Directive Recast mandate requiring cities with populations over 45,000 to develop local heating and cooling plans. ESCALATE provides a unified methodology, comprehensive guidelines, standardized templates, and an open-access online capacity-building platform with modular courses in multiple languages (English, Croatian, French, German, Greek, Italian, Polish, Slovenian, Spanish). The training targets municipal staff and technical professionals, helping them conduct assessments, energy inventories, potential analyses, and target scenario planning. The project supports 12 pilot cities across Europe and strengthens regional energy agencies to serve as central support structures. Participants receive certificates upon completion. ESCALATE aims to accelerate Europe's transition to climate-neutral buildings by 2050.
