Eligible Tier I resources include solar photovoltaic, wind, low-impact hydropower, geothermal, biologically derived methane gas, fuel cells, biomass, and coal mine methane. Tier II resources include waste coal, distributed generation systems, demand-side management, large-scale hydropower, and municipal solid waste. The program operates through the PJM Environmental Information Services Inc. Generation Attribute Tracking System (GATS) and is administered by InClime on behalf of the Pennsylvania Public Utility Commission.
