IRCEM, the Institute for Circular Economy and Environment Ernest Lupan, is an independent non-governmental think tank, research, consultancy and education organisation based in Cluj-Napoca, Romania. Established in 2012, it develops strategies and tools, produces data and studies, tests new technologies through pilot studies, and works on the transition to a circular economy grounded in the social, economic and natural pillars of sustainability. Its work covers environmental impact studies, circular economy research, environmental and sustainable development policy, sustainable agriculture and food systems, urban and territorial planning, and social entrepreneurship. It advises governments, civil society and change agents, and runs accredited training courses for adults. It also leads ROCESP, a national circular economy platform in Romania, and participates in European research projects and standardisation committees. It holds ISO 9001 and ISO 14001 certification.
