Founded in 2004, Pilietinės visuomenės institutas is a think tank based in Vilnius, Lithuania working on democracy & civil society, education.

The Civil Society Institute (Pilietinės visuomenės institutas) is a Lithuanian public institution based in Vilnius. It was established in summer 2004 by the Open Lithuania Foundation and the Valdas Adamkus Foundation. The institute conducts public policy research, informs the public, and runs educational projects aimed at strengthening civil society and citizens' capacity to take part in public life. It coordinates the Civitas discussion clubs in regional Lithuanian towns, runs the Civic Power Index research, and operates the Kuriame Respubliką civic education project for schools. Its stated goals include promoting democratic and civic values, encouraging independent, evidence-based public debate, and supporting civic education for adults and young people.
