SEARCA is a non-profit regional centre established in 1966 by the Southeast Asian Ministers of Education Organization (SEAMEO) and hosted at the University of the Philippines Los Baños campus in Laguna, Philippines. It works to strengthen institutional capacities in agricultural and rural development across Southeast Asia. Its core activities include graduate scholarships, targeted training, research on agri-food systems, policy-engaged studies, and grants supporting research dissemination and innovation. Its stated aim is to elevate the welfare and quality of life of agricultural families in the region by building human and institutional capacity for more inclusive and sustainable agriculture. Work is organised through five-year development plans, with the current 12th plan covering 2025/2026 to 2029/2030.
