COBEN is a European project supported by the Interreg North Sea Region Programme that aims to advance civic energy initiatives across multiple North Sea regions including Sweden, Norway, Belgium, and Scotland. The initiative operates through the Civic Energy Cycle, a systematic process management approach designed to shift energy value chains from centralized utilities to community-owned enterprises. COBEN works with municipalities and regional stakeholders to pilot transferable business models for community-driven renewable energy production, with a focus on local economic benefits and climate goals. Partner regions include Emmen (Netherlands), Uppsala (Sweden), Østfold (Norway), Ringkobing-Skjern (Denmark), and others, each pursuing ambitious climate action and energy self-sufficiency targets.
