The ODH focuses on sector coupling—the intelligent integration of electricity, heat, and mobility—recognizing that district-level synergies offer greater CO2 reduction potential than individual building approaches. The organization operates through working groups addressing regulatory frameworks, use cases, district planning, municipal heat planning, and energy sharing. It publishes the ODH District Compendium documenting ~90 innovative German district projects, organizes forums and conferences, initiates collaborative research projects, and develops standards and policy recommendations. The ODH is registered at Berlin District Court (VR 36777 B).
