Stiftung OFFSHORE-WINDENERGIE is an independent, non-partisan foundation founded in 2005 under the initiative of Germany's Federal Ministry for Environment, Nature Conservation and Nuclear Safety. It represents a broad coalition including federal and state governments, industry associations, offshore wind turbine manufacturers, construction companies, suppliers, operators, financial institutions, and maritime industry representatives. The foundation's mission is to strengthen the role of offshore wind energy in future energy mix and advance its expansion in the interest of environmental and climate protection. From 2019 to 2023, the foundation managed the National Offshore Test Field project near Warnemünde, overseeing comprehensive planning, stakeholder coordination, and development of operational concepts. The test field aims to enable manufacturers to test prototypes and innovations under real conditions, support research into wind-to-hydrogen storage coupling, multi-use offshore platforms (e.g., mussel and algae cultivation), ecological monitoring, and service/maintenance innovations. The foundation operates from three locations: Berlin, Varel, and Hamburg.
