It was established in 2010 by a decision of the Sofia Municipal Council to support the sustainable development of the capital. It operates a resource centre for testing innovations in culture, digital transformation, research and education, and runs forums for dialogue between civil society, business, academic institutions and the Sofia Municipality. Its work includes EU-funded projects on urban heat mitigation, labour market inclusion, civic participation and hackathons. It is based at SofiaLab.
